    Ironically, I find Pacifism the most useful for waging war. :D The trick is, I save FAR more on the No Maintenance Fees than I end up paying for with the 'per unit' cost penalty.

    At the very least, the Spy should have a 'Incite Revolt' option. Nothing too extreme, just something along the lines of spreading propaganda that gives an increased chance of a city going into a Revolt. The tricky part is that, realistically, it would have to flip to a Civ that is bordering...
