    Plus Firaxis is stupidly stingy about releasing this game into the public domain. Not sure why. The only copies out there are pre-owned ones, so it's not like it's a royalty issue for them.

    Civ IV in-game World Builder Manual

    Do you have a link to the topic thread? I've looked everywhere and have the same issue: Great map, but only 3 other civ and I'd like 6 others plus a barbarian island.
