How about some sort of counter that measure how many unit died on Tile X (with proximity influence when multiple murderous tiles are closeby), making these tiles "doomed" and very likely to spread Hell Terrain?

Allied civs should be given the chocie to either help you out, or betray you. If they help you out, they might get shared victory. It would add interesting strategic depth. Sometimes, it's better aim for 2nd place than just risk outright losing.
