Resurrecting an ancient thread but just tried this challenge and won a cultural victory in 2002. Interesting game, I felt a lot like a tuna swimming in a sea of sharks at the end. Had any of them seriously attacked me, I would have been finished.

Agreed, did this on immortal and it was a mistake.

I am razing the city because it does not contribute any happiness, goes the other way and I'd be in an unhappy state. I've been avoiding growth is since early on because I have constantly been on the border of unhappy and could not allow my cities to grow. I have not built a happiness building...
