    The obvious exception is when there are multiple enemy units in a square. Then you can attack and your unit returns its starting square.

    I agree with the original poster more or less. I too have found supposedly happy longterm allies reticent in their trading - and not just resources, as Efexeye suggests. Trading maps, converting religion or civics, trading techs, pretty much anything you want, they "don't like you enough"...
