It is a game with rather straight forward victory conditions that attempt to establish a civilization's significance as a civilization. There is zero point in getting caught up in historical accuracy when historical accuracy would not be all that much fun.
The game will never mirror historical happiness all that well because players are not that interested in building an empire like that of Rome or Alexander or Kahn only to see it fall apart. It is a game of world domination more than a historical simulation.

Both games fail at being historically accurate. IMO the settler mechanic is largely to blame for that. It makes far more sense to make culture and military power the focus of who controls what land.
