    Production overflow wasted

    I am not 100% on this but I think that hammers don't overflow either into or out of world wonders, but they do overflow with regular units and buildings. Hopefully someone can confirm this for me.

    For some types of city states it makes sense. Eg when dealing with faith, you could imagine that the city state has a spectacular temple. Anyone that is friends they let come in for tours (giving some faith) but their ally get a VIP tour or a position on the church board or something else...

    When (if ever) do you build windmills? They cost twice as many hammers as a workshop and their 10% bonus only applies to buildings (which you could have built instead of the windmill).
