CQUI has the Better Espionage Screen mod integrated. This version of the mod is old and not compatible with the September patch. The Better Espionage Screen has been updated, but not in the CQUI.

Such probles are caused by the "Enhanced Mod Manager" mod. It is not compatible with the September patch, it needs an update. Unsubscribe from the mod before you start your game!

I think this is intended. If you have 2 units in the city you can't attack, you have to move one outside of the city and then you can attack. In situations like this (where you can't move) you can press shift+enter to force end turn.
