Well, what about it's founders being ghouls, but over time, they permitted humans in? Basically, my idea is the following: a community made out of the ghoulified Pre-War workers in a factory, who now sell the scrap parts to whoever's passing by, and accepting any kind of engineers/merchants/even scavengers so that they can supply other nearby communities.
