Not easily. Fall from Heaven 2 has a function that lets it temporarily set a terrain type to a plot for a given duration afterwards which the plot will revert back to previous terrain. This isn't in regular BTS, so you couldn't really get blizzards to work without adding it to the game DLL or changing the way it worked.
