There needs to be a flood plain also on the other side of the river adjacent to the tile you want to put your dam on that belongs to the same river (according to tooltip). i.e. if the tile south east of the marked tile is not a flood plain or if it belongs to the river south east of that tile...

I think it's the best in the series, by far. The gameplay, the content, and replayability are better than in previous games. I don't use mods though, and I really don't care about mods and modability at all. So I can't judge on that.

It's probably the Mayan unique district replacing the campus. In another view you can see the city with a clearly Mayan palace and the district with a library and university.

Why can't Guangzhou build one hex north-east of the city center? It looks like it has at least 2 sides on the river. (unless it's two rivers with its sources hidden behind the city label) I don't think that there's anything like a "target hex" to be considered. That just overcomplicates things...
