So apparently you can get the "A Man A Plan A Canal Panama"-Steam-achievement playing with Lincoln as well. Though it clearly states that you need to build it with Teddy.
Maybe the tile doesn't belong to the city and is worked by a different one. But looking at the screenshot, it seems that this most probably (with certainty) isn't the case here.

So for the context: The tile west and northwest of Pella are tiles owned by the river Vardar, the other relevant tiles are owned by the river Struma. According to my claim you shouldn't be able to put a dam...
There needs to be a flood plain also on the other side of the river adjacent to the tile you want to put your dam on that belongs to the same river (according to tooltip).
i.e. if the tile south east of the marked tile is not a flood plain or if it belongs to the river south east of that tile...

Leader/civ bonus: Garrisoned units count as population to the city (corps/armies counts as 2/3 respectively)

I think it's the best in the series, by far. The gameplay, the content, and replayability are better than in previous games. I don't use mods though, and I really don't care about mods and modability at all. So I can't judge on that.

It's probably the Mayan unique district replacing the campus. In another view you can see the city with a clearly Mayan palace and the district with a library and university.
Why can't Guangzhou build one hex north-east of the city center? It looks like it has at least 2 sides on the river. (unless it's two rivers with its sources hidden behind the city label)
I don't think that there's anything like a "target hex" to be considered. That just overcomplicates things...
