well with air units where else would you but them but cities? if they have to move them over tiles as 1UPT, then they must factor in some type of fuel cost and/or fair movement system for air units, thus again changing the dynamics of the game. You can just think of them now as long range...
I buy box copies and digital copies of PC games. I prefer hard copy for disc and manual but with the trend that PC games need Steam or something to play it anyway there is no benefit for having a disk for the future, not to mention the cutback on manuals. Might as well go digital.
