I can select a sleeping non-combat unit in a city only if there is no fortified unit in the city. Which means moving them out for a turn. This would not be wise during a war. :-/

I had a similar problem for a while. It was all a matter of finding that one little typo where the XML tags didn't sync. <Buildingss> doesn't match </Buildings>, who knew? ;-)
I have been attempting to get my map scenario working for days now. It always CTDs during loading.
I can get the map itself running, with random start points. Which is not what I want.
I do go through MODS > SINGLE PLAYER > SET UP GAME. All required mods are enabled; the combination of mods...
I might like the Mod Browser... if all of the files didn't vanish about five seconds after opening it. Or after clicking on any navigation tool. Essentially, I can only download what appears on the front page, and only within five seconds of it opening.

That can happen if not everything is kosher in the XML. I had that problem for the longest time. Only when I figured out the last (I hope!) of my XML errors did my modded civ show in the basic list like everyone else.

In order to use the Tuner, it has to be Enabled in the config.ini file. That file is found in your Documents folder: My Games > Sid Meier's Civilization V. You would need to change the setting "EnableTuner"...
To do it in-game, you use the Tuner. When it is running at the same time as Civ V, it should give you a series of tabs with different functions. It really needs documentation, though.

The "Load Scenario" button will appear on the Set Up screen once you have selected a map that has a scenario attached to it. I believe that all mods which the scenario requires must be enabled for that to happen.

When you select the map, if there is a scenario attached to it, the "Load Scenario" button would appear in the Game Setup screen actually IN the part of the screen that tells you what map you're playing on. That is underneath the leader and above the map size, if I recall correctly.
