    These are the changes I would experiment with: Scale District cost to the amount of cities in your Empire. Reduce the contribution of Population to Science by 50%. This would make Campuses more attractive, as well as give specific advantages to going wide or tall. I considered scaling costs...

    I do well on Immortal w/ 5-7 cities. I generally prefer that to 15+ just to avoid all the micro.

    Maybe this is a silly question, but does the AI do any work on our turns? If not, why not? I know that combat would have to wait until the AI's turn, but what about decisions such as build orders and tech choices? Most of those decisions are made mostly in a vacuum, or at the very least...

    It has been a long time since I played CIV but the reason I was happy to see SOD go away was because it felt like SOD took away some of the diversity in combat. As I remember it (And I may misremember) it was generally best to have one massive stack that would destroy everything in it's path...
