I am 100% sure the Merchant of Venice come from the Patronage finisher, since you also get them with Venice in the game. The same with Khans. Maybe through both ways.
The problem is that continents and oceans are not really scaled in the same way. They are no helicopters attacking ships. Probably because they would be wasted by anti air. Maybe if you give destroyers and missile cruisers +100% vs. helicopters. And not let helicopters attack submarines.
Byzantium with Ethopias Stele (which is not a UA) or the Celts UA. So Byzantium actually get get a super good religion and is not picking up what is left.
They are a bit of a one-trick-pony geared towards a cultural VC, with some extra gold. What kills me is always the low production jungle start.

Even when I found a religion I often go for the science generation bonus, when the AI is super spreading it. I do not know where they get all the faith from.
At the tech level Stonehenge is equivalent to having 5 cities with shrines. Building a wonder is much cheaper. It is very good when you want a religion, especially if you have a religious UA but no faith generation bonuses, like Arabia or Byzantines.
For cultural and diplomatic VC a religion is very helpful, since enacting the World Religion to your Religion gives you extra votes and a tourism boost.
Germany and the Ottomans need an overhaul. Because all other UA mechanics are not chance based. Neither should these be.
Japan and Denmark are pretty awful as well. Also 2 UU in the same upgrade line are stupid.
Amercia is fine. The +1 sight is always super useful. The UU is great.

I'd say power through and take all the happiness tenants in Autocracy, there are a bunch of good ones in Tier 2. Also the autocracy Wonder Prora is tailored to get some happiness and that free policy /tenant to get even more. You only need to get over -20 to survive!
