I think popularity is a fair argument for picking leaders: don't mean Nelson or Wellington are not popular, just that in the case of Churchill, he's world-wide popularity earns him more points, even if (and i'm no specialist here) he was just a figurehead. I'd rather go for...

And his reign did not extend to modern Germany, cause neither France nor Germany existed then, I believe. As opposed to Napoléon conquerin existing countries, I also believe (wouldn't want my post taken as facts! :nuke: )
Sorry, just trying to be humorous..the wargoing thing..appart from that, no thankyouverymuch, don't need to go thru wikipedia. And i'm very serious with bit about neutrality, and i know Swiss conscription is very well developped (that too coul be a nice addition as a bonus thingy..seriously!)...
Well as said in previous posts, I don't think there are many 'clean' leaders around in civ. I just think Napoléon is a good choice from firaxis point of view, just like Alexander the Great, Queen Victoria, Juleus Cesar, etc.. Just pick one.. :p
