Along with making them unflippable, how about also having a UHV requirement to specifically settle those lands. That way the human player will not accidentally make the game harder for themself.
Wouldn't all their land be in other civ's flip zones? You would be left with one city, wherever your capital happens to be, culturally pressed on all sides. How about a UHV that focuses on the time before the Europeans spawn.
