I don't particularly think the Spec Ops needs an upgrade, though given its placement on the tech tree, a final upgrade does have a reasonable chance of happening. Carriers have a bit of a better chance of receiving an upgrade, especially considering there's only one unit of its class right now...
It's possible that a Sipahi UU would replace a new generic renaissance-era cavalry unit, which would increase the odds of it appearing via a technology rather than civic. That being said, it could be interesting to have both UUs arrive via civics just to shake up the first few eras of preparation.

I'm a bit worried all these coastal startbiases are diluting the likelihood of getting a coastal start. It's kind of troublesome for example if you're Carthage and you lost out on such a start because of Korea and Spain. Maybe a system should be in place to set down major Civs before City-States...
