Hi, AFAIK RoM 2.71 uses WoC modular standard, so if you check some tutorials on it (and also you can check my Quot Capita mod since it has VD7 in it with WoC), you can merge the two I'd suppose.

If it is for Rise of Mankind, then Afforess made an exellent mod (Realistic diplomacy) that makes it easier to "befriend" civs as their attitude towards you will be better overall since they forget their demands over time.
