Sorry, I deleted a lot of mods back then when I decided to stop playing Civ3. And, I dint save some mods when the forum had to move to another server. Have you tried to contact the creator of SPQR?

I may have deleted that mod as I don't have time to play Civ 3 at the moment. Will check though and let you know.
