Brainstorming... do you think it would it be easier to get the AI to use a custom promotion class for the prophets, instead of having it build a terrain improvement? I mean I could just start the prophet with a free promotion (like an apostle) and then all it has to do is use the promotion to get the new belief.

DB, this is really complicated. Especially build improvement with propet part. Even with Lua. I would suggest you simplify procedure.
