A WW2 scenario by John Mavin based on the Axis and Allies board game by Milton Bradley.
Mod files repacked in 7zip by Blake. Successfully tested in Civ2 MGE.
This scenario and some other amazing ones by John were totally lost to the world, but have now been rescued by Blake after he was able to successfully track down John. More details about this awesome treasure find here:

^SPECIAL NOTES:
^This scenario tries to approximate the Milton Bradley game Axis and Allies.
^Many of the features of Civilization II have been stripped out to accommodate
^this approximation. There is limited research (long range aircraft, rockets,
^super submarines, etc.) but no city building. If you attack and take a
^neutral city, you will be penalized a 300 gold violation of neutrality penalty.
^Any power can be chosen, but please do not choose the Neutrals. They were
^never meant to be played.
