Buildings

1. Adjusted the cost of buildings to match the changing Production bonus of the policies.
2. Changed Strategic resources to help beyond war in the middle and after.
3. Buffed the basic performance of buildings with poor efficiency in the middle and after.


Districts

1. Mitigated the expense of districts that go up too sharply.
2. Mitigated the phenomenon that districts rely too heavily on certain terrain.
3. Greatly buffed specialists to increase the value of food.


Governors

1. Adjusted performance so that various governors can be selected.


Leaders

1. Nerfed the performance of the three OP civs that are rated the most powerful.


Others

1. Changed the location so that various tech trees can be selected.
2. Relaxed the conditions that excessively restrict the strategy.
3. Changed the factors other than population and governor to have a greater impact on loyalty.
4. Removed penalties that make it less obvious and less intuitive.
5. Relaxed snow bowling so that late runners could catch up quickly.

1. Adjusted the excessively high Production bonus to lower the efficiency of Production carryover trick.
2. Greatly buffed the metropolis bonus to increase the value of food.
3. Integrated temporary policy effects with low usage into policies with persistent effects.
4. Adjusted performance so that various policies can be selected.
