It may move and appears after founding your first city. It may attack and defend and when stationed in a city he decreases local unhappiness and boosts City production by 50%. Gets reborn after dying (5 turns, while dead the empire is in Anarchy)
- UB: Immigration Office: Replacement for Constabulary. Aside from reducing espionage, grants 2 Citizens and 2 random specialist slots. +1 Tourism after Flight.
