Changes citizen and specialsts to catgirls. No changes to police and engineers (yet).
Installation:
Replace popHeads.pcx with the file of this mod. Please create a backup first.

Couldn't find the original images for unhappy and content faces.
I only created this mod because the popheads were too hard to differentiate and figured I might as well share it.
Please note that I didn't have any Civ3 modding experience prior to this.
Edit 18.7.2021: Images removed until I figure out how to add them properly to avoid annoying people with catgirl images on the gallery. (Sorry about that)
