Cities in Development (Obsolete)

Contributes greatly to the playing experience via adding new mechanics. Makes the game fun and more challenging overall.

This mod deserves a 5 star rating for adding more depth into the city development of the game.

Crime does not pay, so as this mod. :) Love the idea of micromanagement on cities.
