Getting a 403 forbidden message on trying to follow the download link - can you help?

I have .Net and CivAssist won't install because it says I don't. :mad: Any Help?

THanks for this program havent tried it yet but it looks AWESOME! I know I am a bit "late" its just that I really like CIV3 and dont regard myself as finished with playing the game. I actually bought CIV4 3 weeks ago but its still unopened...
