Adjusts how you get science from campus buildings. Eliminates "free" science just for building the building.
Campus - +1 science for being adjacent to a river. No other adjacency bonuses from terrain (Still get +1 science if adjacent to two other districts)
Library - Adds +1 science for each adjacent marsh or flood plains tile
University - Adds +0.5 science for each level of appeal on this tile. For example a tile with a University and an appeal of 3 adds +1.5 science. This also counts as an adjacency bonus (Is affected by natural philosophy)
Research Lab - Adds +1 science for every adjacent mountain or snow tile
In addition to these changes
Great scientist bonuses generally halved
Ziggurats now yield +1 culture and +1 science when adjacent rivers. Otherwise no yield increase
Natural Philosophy policy increases adjacency bonus of campus districts by 50% (down from 100%).
Rationalism increases the boost from eurekas by 5%
