Difficulty Balance Patch 2016-10-05

Cut out some start AI advantage, instead AI gets a combat bonus. This patch do the following:

All AI free techs removed.
Two new difficulties, Overlord and Eternal, both as middle steps between Emperor - Immortal - Deity.
Unit bonus: King: 10%, Emperor: 15%, Overlord 20% Immortal 25%, Eternal 30% and Deity 35%.
Social Policies: 90% of the base cost (also applies to AI).
Starting warriors: One less in all difficulties (minimum is 1).
Work rate modifier: reduced to 80% of the original value.
Unit cost: raised to half of the percent of the unit combat bonus. (On overlord, 10% increased cost for example)
Unit maintenance: raised to half of the percent of the unit combat bonus.
Unit supply percent: lowered to half of the percent of the unit combat bonus.
