Native Americans (500 tiny warring nomadic tribes represented by a single, city-building civilization? Seriously?)
Celts (never had a unified government, too close to EVERYONE in Europe)
Holy Roman Empire (the game already has Germany)
Ottomans (too close to Byzantines, wrong capital - should be Sogut or Bursa)
Dutch (too close to French and Germans)
Portugese (too close to Spanish)
