You need to be Augustus, Ada Lovelace, Benjamin Franklin, Rome or Greece to unlock. Or start fresh from exploration. You can also improve three wool in antiquity. I've tested all of this so let me know your specifics if this doesn't work.
It was probably that the mod requires the Cromwell mod. I removed support for the Cromwell mod so it should work for you now. You can still use the Cromwell mod just no tooltips and unlocks.
