Espionage decreases revolt chance; minor fixes

The Espionage output of a city now decreases its revolt chance as long as it is higher than the population size.

Cities now no longer declare their independence when already in the middle of a riot or under Barbarian control.

Polished the interface messages a bit, instead of a "Barbarian revolt" the player is now informed about just a "(food) riot".

Now with actual revolt sounds!
