Full Radius 2016-10-05

This is a modification of the mod City Radius 2 made by Nevermind. Now each city gets the possibility to use all 24 plot tiles instead of 20. In the City Radius 2 mod one could use all the tiles (of the newly expanded city tiles) except for the 4 corner tiles. Now it is possible to use also these.
