Modifies GEM late game naval combat. Dependent on loading the GEM mod first.
Adjusts the Naval units changes made in the industrial era onward in GEM primarily focusing on the role change made to submarines. I have added Dreadnoughts and Modern Frigate ships to the late game.
I felt this was necessary for several reasons
1) Submarines represented a very large realism abstraction problem as supporting naval amphibious operations versus surface ships performing the same role. Naval amphibious operations themselves represent some abstraction issues but also allow the AI to be more threatening toward valuable coastal cities and allow for a much more engaging naval combat. This role needs to remain in the game throughout but does not require any one particular ship to fill it.
2) Submarines could fulfill their anti-naval role equally well as melee or ranged ships, and as ranged ships by default they already cannot attack and capture cities. Leaving them in their default game role and amending their unit statistics for balance is easier than changing them to be a melee ship with unusual limitations.
3) Adding a couple of new ships to preserve the upgrade paths and provide some mixed combat roles was already done early in the GEM process. Adding two more shouldn't upset this balance.
