The Greek civilization is probably one of most culturally important nations on Earth, and consisted of a ton of small nations in times of old.
2026 update: 14 years and two civ games later, Greece is still always in. This iteration has very few Byzantine units this time around - since the Byzantines are separate in game, I want my versions to be as separate as possible. Even so, there will still be a bit of overlap between the two.
