This is a utility for Civ5, it's current in the wrong download section because none has been created for Civ5 yet.
So far only one function is implemented: paint the tiles in different colors.
Latest version of Firefox is recommended. IE has no native SVG support, Chrome doesn't support SVG scripting, and Opera hasn't been tested.
