This flag pack was made for the Arda Mod, but I think the authors are going to go with different civ groups then the ones I've identified in this pack. They are free to use it (or parts of it) as they wish. In the meantime, anyone doing an LOTR mod or scenario might find this mildly useful.
I'm pretty happy with the Gondor, Rohan and Isenguard flags. Not too fussy about the Hobbits or Mirkwood flags. If anyone has any suggestions, let me know.
