Maintenance Modifiers

I've added several new tags in the CIV4CivicInfos.xml and CIV4BuildingInfos.xml... see below for changes.

CIV4CivicInfos.xml

<iHomeAreaMaintenanceModifier> - This causes a flat maintenance change to all cities on the "home continent" which is defined as the continent with the capital city (if you change the capital to another continent, that continent will be considered the home continent"
<iOtherAreaMaintenanceModifier> - This causes a flat maintenance change to all cities on every continent except the home continent.

This mod adds several new tags in several different info files:

CIV4TechInfos.xml

<iMaintenanceModifier> - This allows a flat maintenance modifier to be applied to all cities.
<iDistanceMaintenanceModifier> - This modifies the distance maintenance percent like can already be done for civics.
<iNumCitiesMaintenanceModifier> - This modifies the number of cities maintenance percent like can already be done for civics.
<iCoastalDistanceMaintenanceModifier> - This modifies the maintenance distance percent for all coastal cities.

CIV4BuildingInfos.xml

<iGlobalMaintenanceModifier> - This applies a flat maintenance modifier to all cities.
<iDistanceMaintenanceModifier> - This modifies the distance maintenance percent like can already be done for civics.
<iNumCitiesMaintenanceModifier> - This modifies the number of cities maintenance percent like can already be done for civics.
<iCoastalDistanceMaintenanceModifier> - This modifies the maintenance distance percent for all coastal cities.
<iConnectedCityMaintenanceModifier> - This applies a flat maintenance modifier to all cities connected to the capital.
<iAreaMaintenanceModifier> - This applies a flat maintenance modifier to all cities on the same continent as the building.
<iOtherAreaMaintenanceModifier> - This applies a flat maintenance modifier to all cities on every continent except the continent the building is on.. Note: This is different from the Civic tag because it has nothing to do with the capital. If a wonder using this tag is built on another continent from the "home continent", the home continent will get the modifier and the other one won't.

CIV4ProjectInfos.xml

<iGlobalMaintenanceModifier> - This applies a flat maintenance modifier to all cities.
<iDistanceMaintenanceModifier> - This modifies the distance maintenance percent like can already be done for civics.
<iNumCitiesMaintenanceModifier> - This modifies the number of cities maintenance percent like can already be done for civics.
<iConnectedCityMaintenanceModifier> - This applies a flat maintenance modifier to all cities connected to the capital.


I've made changes to several to Wonders, Projects and Technologies as well as added a new Technology: Telecommunications to help illustrate the new modifiers.

Wonders:

Stonehenge - Now gives -30% maintenance to cities connected to the capital.

The Great Lighthouse - Now gives -50% distance maintenance costs to coastal cities.

Chichen Itza - Now gives -5% maintenance to all cities.

Projects:

The Internet - Now gives -20% distance maintenance costs to all cities.

Techs:

Compass - Now gives -10% distance maintenance costs to all coastal cities.

Radio - Now gives -10% maintenance costs from number of cities.

Computers - Now gives -5% maintenance costs to all cities.

Telecommunications - Gives -20% distance maintenance costs to all cities.

Note: For some reason, I can't get the Telecommunications tech to have prerequisite technologies... I set the prereqs and yet they fail to work. I must be doing something wrong with the XML, but since this is only for demonstration purposes, I'm letting it go for the sake of getting this out as soon as possible.
