This mod adds a new great person along with a city specialist and changes some GPP points to incorporate the new great person into the game.

Fixed a bug that prevented you from using the plague when on an enemy city tile.
Lowered the diplomatic penalty for using the plague by 1.
Fixed a typo in the text files.
