The headline says it all, this mod gives you 9 envoys instead of 3 when you liberate a city state.
I always found it a bit petty that you only gained 3 after fighting a heroic battle, sacrifing your own people to free the suppressed citizens of another state, spilling the blood fighting a murderous foe... ok, yeah... so this mod gives 9 envoys.
Note that city states grow their territory by 1 tile when they receive an envoy, so they might snatch away some (currently still free) tiles after liberating them.
