Whipped up this one because I hate the stupid strategic resource upkeep mechanic in GS. It's way too much, and totally unrealstic.
This is just a first go. I tried to just cut the upkeep costs, but Civ6 does not like fractional upkeep values (it just truncates them to zero), so I doubled the resource income form improved plots, doubled the effect of the strategic resource policies, and doubled the stockpile modifier.
In effect, this reduces upkeep by half. The one thing I didn't touch is the strategic resource build cost of units, which has always been trivial anyways, and would require adjusting each unit by hand. As is, this sql injection should be fine for any future changes.
