New Era Settler +Walls 1.60

Version 1.60: Resolved dependency issue.
Version 1.59: Revised AiFavoredItems Settler unit production priority.
Version 1.56: AI receives one bonus starting Settler after founding capitol city on Deity difficulty. All other difficulty levels begin with only one starting Settler.
Version 1.55: New Settler is granted at no cost with each new era. Cities automatically receive Ancient Walls, City-States improved walls. Settler requires 10 population, costs 400 production while reducing 3 population once completed.
Version 1.50: Implemented free Ancient Walls for all founded cities, and improved walls for all City-States.
Version 1.43: Corrected value in OP_SETTLE that prevented AI from desiring to settle. (Sorry!)
Version 1.42: Resolved [Gameplay] ERROR: near "UPDATE": syntax error.
