When you activate the "always war" option in this simple modcomp, then really every civ will be at war with every other civ, and not only with the human player, and they will alsonot be able to sign peace.
There's only a small change in CvEventManager, labeled with "real always war. Nothing more.

Moved code elsewhere and changed it there.
This fixes the problem that the mod would not be functional if map generation is rerolled.
