Features:
1. Removed Urban Defenses when unlocking Steel. You can build walls normally past Steel.
2. Medieval Walls, Renaissance Walls and their replacements (such as Tsikhe) each get +50 hitpoints to compensate for the loss of Urban Defenses.
3. Limes policy doesn't obsolete.
