As tensions grew and entire sectors began seceding, Loyalists to the Republic became refugees from the Separatist crisis. The Refugee Relief Movement was started and AA-9 Bulk Transports were refitted to carry refugees to new worlds.
Once the Clone Wars began some of these ships were refitted to carry clone troopers, military vehicles, and supplies into battle. With no weaponry these transports were often vulnerable when under attack.
