Scaling Garrison Unhappiness 11_11_19

Okay, now it really should work as intended.

Nothing to see here, folks.

Added an XML tag for buildings to further decrease the unhappiness from lack of military protection if the garrisoned unit(s) alone aren't sufficient. I gave it to Barracks, Walls, Castles, Bunkers and Bomb Shelters.
