[SDKMod] Expanded Civics Phase3b for Warlords v2.1 2016-10-05

Hi everyone. OK, after a bit of a wait, I feel I am ready to release the next version of my phase 3 civics mod. In this one, I have overhauled the legal civics and added a new Organization civic category. The changes are:
