Not sure if this is in the correct location, but I'll leave it to the admins to move it if necessary. This is a simple console application (for Windows only, unfortunately, but I invite you to redistribute it for another operating system if you would like) that generates random, generic modIDs for the use of modders. Source code on GitHub if you're interested (although, again, it is very simple).
