In April, 1895, Jose Marti started the second Cuban Revolution. The Spanish sent General Wyler to put down the revolt. In 1896, Gen. Wyler instituted a concentration camp system in Cuba, which ended up killing thousands of Cubans. As the Cubans intensified their guerilla war and Wyler strengthened his fortifications, American politicians saw a golden opportunity to expand their empire by exploiting Spain's weakness. After using the explosion of the Battleship Maine in Havana Bay, American Congress declared Cuba independent of Spain and imposed a blockade of Havana, thus beginning the Spanish-American War. In one of the early signs of British-American cooperation, Britain blocked action by many European states that wanted to aid the Spanish.
