I don't want to deal with the artwork necessary to create an entirely new leader (and I'm not sure we can truly even do that as things stand)...so I decided I'd make a trait that lets Trajan channel his successor Hadrian's spirit instead.
Hadrian was a humanist and a traveller and an obsessor over all things Hellenic. That said, he was arguably the most compulsive builder Rome had seen. Discounting Nero because building your own house for 4 years shouldn't count. Anyway, Hadrian rebuilt cities and markets and temples (notably rebuilt the Temple of Venus and The Pantheon) while travelling throughout the empire for a decade trying to bring all of the subjected culture into the empire.
As such, The Spirit of Hadrian includes +3 Influence Points, 1 extra builder charge, and bonuses to building Districts and (smaller bonuses) to building Wonders.
